tapi32 dll not found while install vista

i was try to install vista beta 1 many times, but i got the message " TAPI32.dll was not found, can anyone help me? thanks.

The only way to find out how setup failed is by checking the following log located:
$Windows.~bt\sources\panther\setupact.log
